Electronic governance is the adoption of IT as a tool for delivering public sector services, exchange of data, enhanced communication transactions, integration of different stand-alone systems within an organisation. It includes all areas of information management and governance, such as decision-making, technical issues, regulatory constraints, compliance issues, quality management and reporting. It is a strategic approach that promotes the harmonisation of information systems within organisations. It aims to improve quality of service, reduce costs, promote collaboration, and provide an improved service support system.

Egovernance was first published in IBM’s quarterly “IBM Business Development” in early 1992. It was developed to improve communication technologies in public services. The goal was to facilitate the sharing of public services and information across multiple agencies and integrate new communication technologies such as electronic documents and digital signatures.

Egovernance has evolved into one of the key concepts of an efficient government services delivery model. Its core value of providing citizens with better information and more choices in public services and policies is now widely adopted by almost every government in the world. Egovernance has transformed government services delivery model and provided citizens with increased choice and better information on government activities.

Egovernance has also contributed to the development of online citizen communities and forums where citizens can express their views on public services, policy issues and other matters affecting their daily lives. This facilitates dialogue and promotes debate, which is a vital part of any democratic process. In addition to enhancing citizen engagement, governance has contributed to the growth of a strong IT sector. As a result, many private IT companies have set up manufacturing facilities to manufacture and supply software and other technologies required for online citizen forums and other governance applications. Leading technology companies such as Microsoft have made public online community communities based around important issues, including those dealing with health care, education, environment, crime and terrorism.

Egovernance has also benefitted from its association with the global business community. Large corporations, investment firms and other large institutions are now starting to look for ways to contribute to the improvement of the Governance. They realize that it is in their own interest to work with and support citizens. In fact, some of these organizations have formed special relationships with civic groups and associations in order to enhance citizens’ empowerment and participation in decision making. Many of them are using the model called “e-gov” or “e-governmental”, which stands for “e-Government”.

Citizens are increasingly using the Internet to make sure they get a fair deal. For this reason, there has been a tremendous growth of websites that allow citizens to lodge complaints and suggestions about laws and regulations, the complaints about government service delivery, and encourage others to voice their views. These websites are in competition with each other, and each one of them has a different agenda. They provide citizens with resources, information, reviews and links to other resources. Citizens will have a difficult time sifting through all of the information provided on these sites, so they will turn to these websites in order to find out what they need to know.
